Read the dated status and executive finding first. Decide what specific barrier you are trying to understand or change.
Leave with: one barrier described in a single sentence.
02 · CHOOSE ONE RECIPIENT
Find the authority that can act.
Use the authority map to identify the office that can change, explain, or defend the barrier. Choose one institution, not everyone connected to the subject.
Leave with: one verified recipient and official contact route.
03 · ASK ONE THING
Make one narrow request.
Use the prepared language as a starting point. Ask for one action or one answer in your own voice. Verify the current name and address on an official source before sending.
Leave with: a dated copy of exactly what you sent.
04 · KEEP THE RECORD
Record what actually happened.
Save the source, recipient, delivery proof, reply, and any deadline. If no answer arrives, write “no response as of” and the date. Do not describe silence as a refusal.

Every state destination is publicly present. That does not mean every page has completed current-source verification, authority mapping, request drafting, and implementation review.

The first gold-standard state page is live with an executive finding, authority map, exact request, adaptable language, action calendar, measurable objectives, federal connection, escalation ladder, official sources, and correction history.
Each destination remains available while its content is reviewed against the gold-standard architecture. Individual pages may contain substantial work, but their status should be read from the dated verification block on that page.

Unverified names, titles, addresses, statistics, quotations, and historical claims do not publish.
