Proof of Progress is the accountability ledger behind the State Pain Atlas. It records genuine inquiries, responsible institutions, official answers, refusals, corrections, and measurable changes without turning activity into victory.

The infrastructure is public. Results are counted only after they are documented.
All fifty State Pain Atlas destinations are publicly present. That means a person can begin in the correct jurisdiction and identify the institutions that may control the question. It does not mean every source has been verified, every authority has been contacted, or every state page is complete. Publication establishes a place to work. It does not prove that the work has produced a result.
The zero is deliberate. No inquiry, response, correction, or policy result will enter this ledger until the request, recipient, date, answer, and supporting record can be preserved accurately. An empty ledger is more useful than an inflated one because it tells the next person exactly where the verified public record begins.
The status language
Six stages. Each one says only what the evidence can support.
These terms are used to prevent a public page, a prepared request, or a sent message from being mistaken for institutional change. A state or inquiry advances only when the dated record satisfies the next definition.
Foundation
A public state destination exists. No claim of completeness, verification, or activity is made.
Verified
The controlling authorities, rules, offices, and primary sources have been checked for the dated record.
Request ready
One responsible institution and one answerable request have been identified in language the sender understands.
Inquiry sent
A genuine request was delivered through an ordinary channel, and its date, recipient, and exact language were preserved.
Answer recorded
A response, refusal, referral, correction, or accurately described absence of response was added to the source record.
Change documented
A law, rule, written policy, official position, institutional practice, or measurable outcome changed, and the evidence supports that claim.
The national ledger
The ledger begins empty because an empty record is more honest than an invented victory.
No state inquiry or institutional change has yet been accepted into this central ledger. That is not a conclusion about the value of the work. It is the documented starting line. The first entry will appear only when another person can follow the record from the original question through the institutional response and verify how the result was described.
Candidate records may be under review, incomplete, privately held, or awaiting a response. None will be displayed here until the evidence boundary is met.
Every published entry must identify enough information to be independently understood and corrected:
- State and responsible institution
- Exact request and date sent
- Verified recipient and delivery channel
- Response, referral, refusal, or dated follow-up status
- Primary-source record or safely redacted evidence
- What changed, or a precise statement that nothing changed
- Corrections, material updates, and verification date
- Clear labels for fact, allegation, inference, and Seeds of Vice analysis
Add to the public memory
A documented answer should not disappear with the person who received it.
If you have an official response, referral, refusal, correction, or measurable change connected to pain policy or diversion authority, preserve the original material before summarizing it. Remove private medical information that does not belong in a public record. Identify the institution, date, question, source, response, and outcome, and explain what may be independently verified.
Submission is not publication. Every candidate entry must be reviewed, accurately labeled, safely redacted, and supported before it becomes part of Proof of Progress.
The evidence and conduct boundary
Personal experience can begin the record. It cannot replace proof of a public claim.
Proof of Progress distinguishes documented fact, official authority, public statement, allegation, administrative action, inference, and Seeds of Vice analysis. A reply is not necessarily an answer. A refusal is not proof of motive. Silence is an absence of response, not proof of agreement or misconduct. When new evidence changes the record, the correction and its date belong beside the original claim.
Do not threaten, harass, impersonate, overwhelm an office, misuse emergency channels, or publish private medical information without deliberate permission. One courteous and exact inquiry creates a clearer public record than a campaign of noise. The purpose is to make authority answerable and leave the next person with better evidence than the last person had.
You do not have to trust Seeds of Vice. Follow the request, inspect the source, and test the record.
