Route 1 — Michigan Medicaid Common Formulary
The high-MME Pain Medication Agreement is part of Medicaid managed-care prior-authorization criteria. Meghan Groen, Chief Deputy Director for Health Services and State Medicaid Director, oversees Michigan Medicaid. The practical change route is MDHHS Common Formulary policy review, including the workgroup, written public-comment periods, and the annual stakeholder forum.
Route 2 — Workers’ Disability Compensation Agency
The workers’ compensation opioid agreement is embedded in Health Care Services Rule R 418.101008a. Jack A. Nolish is the current Director of the Workers’ Disability Compensation Agency. The agency’s Resolutions, Rehabilitation & Rules function and Health Care Services rulemaking process provide the administrative route for amendment.
Current workers’ compensation participation points
WDCA has an active annual Health Care Services rule process. A 2026 Health Care Services public hearing was held July 24, 2026. The Health Care Services Advisory Committee’s next listed 2026 meeting is October 21, 2026.
Do not merge the targets
- Medicaid: change a coverage-policy condition.
- Workers’ compensation: change an administrative reimbursement rule and its related agreement framework.
- Private clinics: determine which terms are clinic-created before attributing them to either state program.
