481—655.2 applies to physicians treating acute and chronic pain and contains Iowa’s current pain-management-agreement language.

Other prescribers

Iowa licenses other professionals with controlled-substance prescribing authority, including physician assistants and advanced practice nurses, under separate statutory and regulatory frameworks. Their profession-specific duties must be traced to their own licensing rules rather than assumed from the physician rule.

PMP duties can be broader

Iowa’s prescription-monitoring framework extends beyond physicians. A practitioner may have PMP registration or use duties even when the physician-specific pain-management-agreement rule does not directly govern that license category.

Clinic policy can be broader than the rule

An institution may apply a common opioid agreement across physicians, nurse practitioners, and physician assistants as an internal policy. That broader institutional scope does not convert the physician rule itself into a universal multi-profession mandate.
